The Observatory at the Eurasian Higher Education Leaders' Forum 2017

Astana, Kazakhstan - May 31st - June 1st, 2017

Sections from the Magna Charta Universitatum were read by the Secretary of State of the Republic of Kazakhstan, Gulshara Abdykalikova, when she opened the 2017 Eurasian Higher Education Leaders' Forum in Astana on May 31st, 2017.

The Forum attracted some 300 HE leaders from 15 countries. The theme was 'governance, management and leadership in Higher Education'.

Secretary of State Abdykalikova emphasised the importance of universities as autonomous institutions at the heart of society and their responsibilities to that society. Her context was the achievement of Kazakhstan's 2050 plan and the need for universities to be able to 'change by themselves'. Legislation is currently being discussed in the Parliament to enable universities to become more autonomous and to exercise greater academic freedom and other laws are to be amended to facilitate this. Resources have been granted for the training and qualification of leaders.

The Magna Charta Observatory's Secretary General, David Lock addressed good management practices and stressed the importance of all management procedures and practices being informed by the values of the university which should be agreed by all and lived in practice.
